The VW Golf GT model is around 10mm lower from the factory so you need to take this off any quoted drop including this Vogtland Sport lowering springs & shocks suspension kit. For example a 50mm lowering kit will only lower the GT model 40mm unless specifically only for the GT."

With this Vogtland 50mm Sport lowering springs & shocks suspension kit for the VW Golf 4 you're pretty much on the lowering limit for weather or not you'd need to change your front ARB or not so unfortunately the only way to know for sure would be once you've fitted the suspension kit and let it fully settle and bed in."
